hotpoint fridge freezer ff 64 not cooling fridge or freezer, red & green light lit on fridge & light working so power present, suspect thermostat, when turning thermostat on 240 volts is switched on to terminal 3 but only get 6 volt pulse on terminal 4 at any time, can i short out 240 volts on to terminal 4 to see if fridge works to verify this is problem (note i am a qualified electrician).

Yes you can, the stat is just a 240v switch.
