help to start riding mower?

Yardman riding mower engine #42A707 won't turn over to start it rotates 1 1/2 turns but will not turn over. Replaced bttery, 4 sparks plugs and cleaned all parts,sprayed wd40 on moving parts still don't know what to do. Could it be the starter (uses a key)?Could it be in the engine? Please help me to run a check or any suggestions appreciated!!!

befor u take it apart try puting the clutch in high then try to start it

Take the cover off the top of the starter.
Look to see if the pinion gear on top of the starter drive is jammed up into the ring gear on the flywheel.
If it is try pushing it down. If the drive is broken you can buy a
repair kit to rebuild it from any Briggs Dealer.
