McCulloch 3540P spark plug fowling?

I Have McCulloch 3540P which I used for the first time in about 8 months, it started ok and run for a bit then it began to slow down, Once i checked everything i found the plug to be quite black and sooty. I have since changed the plug for new and again within 10 mins it was completely fowled up again. What do I need to do to fix that problem?

I think you have a Briggs & Stratton engine with the carb on the tank - and it needs a new diaphragm.

Either bad fuel, blocked air filter, over filled engine oil, worn engine.
