Harry lawn mower will not start ?

The mower has a Briggs & stratton 35 Classic engine.
The oil level was too high when I checked.
I have removed oil to the correct level , the engine tuns over but coughs and splutters and emits some smoke and tries to start for a second then nothing.
The carb primer works ok, I can see the jet when I remove the air filter.
The air filter is in need of replacement and the spark plug seems ok (It is a Champion RJ19LM).
I am attempting to start with the throttle held open and on the max setting which I assume is OK as I do not have the users manual.
Any help is appreciated

When mine wouldnt start and had the same symptoms, I fitted a new spark plg and washed the filter. Worked wonderfully!

Sound as if there might be too much fuel and not enough air. If air filter clogged up suggest that you clean it, or just to test and see if you can start engine, remove filter and try to start without filter- this will allow more air .
Have you checked the spark. Take spark plug out and rest it on its side on the clylinder head, pull the start cord and see if there is a spark between centre and side electrode.
When you remove the spark plug look at the end see if it is damp with petrol - if it is may be as I suggested too much fuel insufficient air. Clean plug and replace try starting
