if it fills with water when power is off you need to replace the inlet valve

Inside the machine, where the water supply hoses connect are valves.

When the machine is powered on these valves open, and allow water in, according to the selected cycle.

Sounds like one of these valves has stuck fully or partially open, hence water entering the machine.

you will have to investigate as to which one,

sometimes when a micro filter isn't fitted at the supply hose connections, debris in the water can get into the valve, and cause the issue you are having,.

Isolate the power and take the top off,you will see the valves with two wired connectors on each of them.

just replace the one that's letting water.
