Actually I just did this the other day with a VCR Tape that I had purchased and could not find on DVD. What I used was a capture device made by ADS Tech called DVD Xpress DX2 and attached it to my VCR via A/V cables and out to my PC with USB. They included a program for capture which is far superior to Windows Movie Maker. It worked flawlessly and now I have my own DVD. ADS also supplied a version of Ulead DVD tools and after some trial and error I was able to create chapter menus and background music.
