Cold water overpowers hot water!?

I have a mixer shower.
If i just have hot tap on all is OK. [besides my burns!]
When i put even just a bit of cold water on, only cold water comes and no hot water - so it is freezing.
Does anyone know what causes this problem, and what I can do about it?
