How can I fix my belt breaking all the time on my hoover vacuum?

Everytime I turn on my hoover vaccuum (model number U5140-900) the belt breaks. I change it, put it back together, turn it on, and it won't pick up. I check the belt and it is broken again!

take the agitator bar out remove the ends clean and oil then remove crap off belt pulley
