The trouble is the shoes have worn a groove into the drum, and its this which doesn't allow the drum to pass over them. You can try rotating the drum whilst tapping it with a hammer - this usually does the trick. Failing that you'll need a puller that bolts onto the drum, and the central threaded spindle presses onto the stub axle. Wonder if this is a Renault or Citroen......
