If the machine has a priming bulb, press it for about 4 times to fill the carburettor with fuel. Apply full choke and full throttle, cut out switch on. Pull the recoil starter briskly until the engine 'pops'. Then choke off, still full throttle, pull starter again. This is the usual procedure for starting two strokes - but if no joy suggest you take it back?
