galaxy 9000E shower?

Water flow can be adjusted from max to min via adjustment handle on unit and water flow is o k , but the water doesn't even get warm.
How do we fix it??

John is right, but if you can use a multimeter also check the thermal cut-outs. If one of these is open circuit you MAY get a worthwhile repair. If you find a faulty one and replace it, it may go a second time (like a fuse). If this happens it would be best to replace the shower.

Presumably this is a conventional electric shower? If the water won't heat up at all, there is a good chance that the heating element has failed - in which case an economical repair is unlikely. If you know what you are doing you can check the electrical resistance of the element with a multimeter - expect a low reading of a few ohms if the element is ok. I reckon you'll get no reading at all though. Please take real care when dealing with electric showers - the current they take is high and therefore so is the danger.
