Thorn Olmpic boiler 20/35B?

My water is only warm any ideas the flame appears ok ie blue there doe's seem to be a lot of soot on the heat exchanger ?

I think you have answered your own question here - soot on the heat exchanger does prevent the water from reaching the full temperature so I think a full boiler service and clean could be a good move. However the soot build up doesn't happen overnight so the temperature reduction would have been gradual.
