on my 1998 clio there's a nut on a long bolt, at rear of handbrake (covers need to be removed), also an autotenshioner in the rear drums.

there are on some cars a adjustment at the handbrake where the cable attaches ,,,,,,look at cable at rear axle for a adjustment also .........usually by the third clic the rear tires should be draggin ..
