How can I restore a dial tone in my Bell South cordless phone GH9460?

I have a 2 year model GH9460 Bell South cordless caller ID phone. It no longer has a dial tone and the message in the display says "WAITING". There is no explanation for this message in the owner's manual and no remedy offered for this condition. Any suggestions ?
