i'm comenting on my own problem for other peoples benefit.
opened lower access panel on rear of cooker to find dead mouse across mains connector block. black marks under a red capacitor which joins live and neutral. I believe this is a "smoothing capacitor" and it is reading a dead short across it now . I will update further when i fit a new capacitor.
