There is a good chance that the lining material has actually become detached from the brake shoes on your car - if the rear brake drum has seized. You'll need to take the rear drum off - remove the central dust cap, followed by the large nut underneath. The drum should then pull away - but its often a struggle and a puller that bolts onto the drum itself is usually needed. Sometimes you can get away with turning the drum in both directions though.
