Will this affect the braking of the car or is the rear drum just for the handbrake function?

forgot to say your hand brake lock's the drum's but you pedal work's all four rgd's

it will affect the braking on the one wheel & can cause slight damage to the drum,but if your p/xing?, note you still have 3 other wheel's with brake's on, rgd's
