Assuming it fills and empty s up to this point suspect WORN MOTOR BRUSHES.
If machine still got water in drum suspect PUMP partly blocked or seized or sump/filter BLOCKAGE machine needs to empty water before trying to spin .Clean pump out and sump filter first(This may cure your spin problem) if not brush replacement in the motor next option
