This may help someone with a similar problem who has a non standard toyota immobiliser without a fob on the key. I changed the battery on my 1996 Rav 4 and it would not let me start the car. A friend told me to remove the positive terminal lead and replace it about 10 times on and off with the key in the ignition (hazards will flash) this seemed to either confuse it or reset it but i was able to conect and alarm stopped.

this is going to sound rediculous but it worked for me, close both the doors and hook it up to another car as if you are going to jump start it (is the battery holding a charge?) have the other car running whilst this is in process, make sure the batteries in the fob/key is working and just blip it like you normally would

standing within normal operating range, press and hold the on/off button for a period of 10 seconds. This should re-sync the handset. Pressing the on off button a second time should flash the indicators to signal that disarming has taken place.

(this info was taken from the manual/handbook for the alarm)

Try opening the alarm fob, remove its battery/s
press buttons on fob alternately
replace battery/s in fob
then press buttons alternatley again until central locking/alarm unit starts to work.

It may work.....worth a try! similar model to another vehicle that responds to this method.
Good Luck
