car seem to stop with out the use of the brakes?

hi my renault scenic (2002) 1.9dti keep stoping on its own i dont even have to use the hand brake to hold it on an hill.
i puzzeld due to the fact that they dont make a noise when im driving like they would if they was sticking on.
i've try jaking the car up and spin the front wheels they move easy but will not spin freely can you help with some sugestions please
also when i set off i notice that my lights get brighter both inside and out

The only thing that would give that symptom would be the rear hand brake sticking. Bets thing is to run the car for a short distance, stop at a safe place then carefully touch each of teh wheel hubs to see if its hot ! Be careful as with the brakes stuck on the hub may get very hot. Thsi indicates which brake has seized. Cant remember exact layout compared to 99 Scenic which had drum brakes on rear, but it will either be the cable which has stuck or the caliper. Either way this is a strip wheel off and strip down to see which has seized.
