It doesn't sound like there is any attempt from the wash to try to spray, so I'm figuring that its a pump fault but don't know where this would be

The pump is usually plugged into the bottom of the washer bottle itself. However this may not be visible from above so it may be located underneath, between the plastic wheel arch liner and the inner wing.
