Hoover Tumble Dryer TV 630 Heater not working?

Hoover Tumble Dryer TV 630 Heater not working
The elements seem OK but there is an open circuit in the black lead where there is a component that looks like an inline fuse situated within the heater module.
Is this an inline fuse?
If it is what is the fuse rating?
Or what is the component?

I am pretty sure this component is a one shot thermal cutout for over-temperature. I have not been able to find a similar component and have decided to substitute an over temp thermal cutout that resets itself from sparerus.
