i have scubbed it and descaled it but it still wont empty.

check water jets above conditioner draw not blocked clean using old tooth brush check siphon tube holes are clear better if if comes apart for cleaning as the bridge part gets blocked the bridge part is if you imagine your pipe as (n )is the part that connects the legs these could be clear BUT ACROSS the connecting bit blocked
