Replace front fog lamp bulb .Renault Laguna 1998?

Can you please tell me how to go about replacing my front fog lamp bulb. On the handbook it says to get the Renault dealer to do this job, Is this necessary or can you do so yourself?

you have to take down the underside splash panel to get access to the fog lamps not so difficult
