power is on and it is buzzing but the drum wont turn ,any ideas?

belt broken?.capacitor faulty or motor/drum seized.can you rotate drum by hand?,if you can then drum is not seized.take top off and check drive belt is around drum and in 1 piece.if above all ok suspect capacitor and finally motor
