when i put a fuse in the wiper spot it pops?

the guy i bot it frome sead when he turner the wipers on that the wipers were stuck to the windo and ever sence then it just blows the fuse. the truck is a 1996 dodge truck 2500 with a 5.9 L

sounds like the wiper motor might be shot, check it for power ,or maybe wiper linkage might of come apart ,take off cowling under windshield to check
