Can't pick up bobbin thread through Fabric?

I have a White Sewing Machine Model 1740 Quilter. Theneedle will pick-up the bobbin thread initially; the first time I thread the machine and complete one revolution with the presser foot up. However, once I start working with fabric, the needle can't pick-up the bobbin thread. I'm at wits end trying to figure out the problem.
Thank you,

Hello Candace,
If you have made sure the needle is perfect and you are not sewing on a fabric that creates static with the wrong type of needle and the machine is missing stitches or not picking up the stitches, the chances are you may need to reset the machine called retiming, I can attach timing details if you e-mail
