My wash cycle stops short and says Error No3, and will not spin. How do I correct?

the error 3 means:

the drain phase exceeds the designed 'limit time' of 3 minutes.
possible reasons:
- domestic wall discharge hole is clogged
- pumps filter ic clogged
- pressure switch 'full tub' contact is 'glued'
- defective drain pump
