Mondeo 1.8 Turbo Deisel,1995. flat spot and sluggish on pulling away ?

I have a Mondeo 1.8 Turbo Deisel with a flat spot sometimes just before the turbo kicks in, also it is very sliuggish on pulling away, when the car is on the motorway it responds well and you can feel it pull when the turbo kicks in. can anyone help me please?
