escort estate steering wobble?

i have 1995 escort estate and my steering is very wobbly. i have checked track rod ends they seem to be ok. the steering rack knocks a little turnin to left so i think that will need to be done but it seems to much wobble for just the rack.could it be anti roll bars aswell ? or anything else please advise. many thanks

I would check the tyre pressure first then have the wheels balanced, your trying to do the hard bit's first, they are the last resort.
