My Kenmore 60 series dryer only gets warm?

This one has me stumped. I just swapped dryers with my girlfriend, both 60 series Kenmore’s. I plug hers in and it starts and tumbles. The blower works fine too. The problem is the heating element gets warm but not hot. On my old one the element would be glowing hot. This one just gets warm. Any thoughts? And before anyone says to I already ran jumpers to all the safety shut off stuff just to eliminate that as a possibility.

Okay so I had a chance to tinker with it a little more. I followed the schematic on the back of the dryer. I pulled the two wires that go from the main dial to the thermostat. The schematic says that this will not allow the dryer to go into low heat mode. When I did this the dryer wouldn't turn on at all. So what would only allow it to be in low heat mode?
