My Marquee treadmill has E7 and random numbers of 23, 33, 43 and 53 flashing and will not completely decline to the ground. Please help.. thankyou!

The e7 is an error code of the problem. You will need to call the manufacturer to get the answer to the code.
Make sure there is nothing under the treadmill. If it is a fold up, make sure you have unfolded properly.
Some machines require the elevation to be at a certain spot
before you can use it.
