how do you adjust a 2001 renault kangoo clutch. The clutch passes a stall test but biting point is very high

I have the same problem. The clutch works, but only the last inch of travel towards the driver seems to have any engagement, and it is hard to work from that position in heavy traffic or at a stop on a hill.
Any answers?

I see a pawl and gear mechanism on the top of the clutch pedal, but no adjustments that I can find.
