most of the time, but not all, there is a constant whine from the boiler when its working. Its enough to wake you up when it comes on during the night & the neighbour on the vent side has mentioned it.Is it a new fan, can it be serviced/ repaired or if needs to be replaced is it straight forward.

Yes it is very sraight forward. Probably one of the easiest, you could do it yourself
