what is the starting adjustments for the carburetor on a Stihl 009?

i am trying to get my stihl 009 to run right and i can't get the Carburetor to adjust correctly

Start your high and low speed adjustment screws at 1.5 turns out on each. DO NOT crank them down closed, Just turn them clockwise until the stop moving and then turn 1.5 out. Adjust your high speed first and then your idle.
