My Neff oven u1421 is not heating up. Thermostat light is on fan is turning. I've replaced the heating element but still no heat! Any suggestions please?

Same here. If the element failed by getting very hot the temperature limiter may have burned out. It is a small block with 2 terminals near the fan. Trace the short wire from the element to find it. Check if it is open circuiit.
