How do I change the stitch length on my Kenmore sewing machine 385-1788180?

The length/width control is a circle within a circle. The outer ring will move, but the inner one for length will not. Is there some kind of "clutch" that releases it? I haven't sewn in ages.

The outer ring is the Width control and the inner knob is the length control.

Hello Donna,
There should be no reason why you cannot alter the stitch length unless for some reason the dial is jammed solid and I can't think of a reason why that should be, even with lack of oil it should not seize up, is the reverse button stuck in? do you have a single dial machine or do you have one dial above another one, looking at the picture of your model that is what it shows.
