Probably a problem with the spring, or the cord got off the pulley and is jamming. If it was running fine before, you can probably fix it, but beware the spring; they can make sailors out of the most proper gentlemen. It's just held together with a few phillips, so just open it up and go at it. You can't make it not work any worse than it's not working now. Just won't lose any parts and if you just can't handle the frustration, pay someone else to put it back together. My spring sprung while I was replacing the pull cord on mine. Last year. And I only just got the patience to rewind the spring. Depends on how patient you are whether you can fix this yourself. It's not technically complex; it just has the potential for real frustration.
