You can't actually turn the immobiliser off - it is part of the ECU (Engine control unit) computer. You either need a new keyfob battery (show the old one to any motor factor and they will be able to replace it - however, before the new battery will work, you first need to unlock and then relock the car using the key in the drivers door - strange Rover oddity), a new keyfob (approx £100) or else need the 4 digit code supplied on a small card with the owners manual. Instructions for using this code are in the manual. If code is not present then it will be a new keyfob required - contact a vehicle electrician as the keyfob will need to be programmed to match the car. Good luck.
