First of all have you instlled it properly?
The only things that you should need to do is: Install the batteries in the handset (if not preinstalled). Plug the Base Station into the telephone socket and a power socket. Now let the Handset charge up for several hours (in the installation instructions). Switch on the handset (if necessary - also in the instructions). If you don't get a dial tone on the handset, take it back for a refund
