Water hammering noise?

have a problem with Dayton thermostatic radiator valves at times when room temp is near room thermostat set temp one or poss two of the Dayton valves start to what appears to opening and shutting very fast causing a hammer effect on the system slightly altering the valve setting stops the noise, any ideas please

check the flow through the valves, some have arrows indicating which direction the water should flow
