Briggs & Stratton 35 SprintClassic 2.6kW Not Starting?

The above does not start and shows no signs of life at all. I have looked at the answers to the same question where it starts and then stops but mine wont start at all. I have had the spark plug out and can see that I'm getting a spark. I have cleaned the spark plug up and refitted it with no improvement. When I remove the spark plug again it is damp with fuel where I have primed so I know fuel is getting through. Given I've got both spark and fuel I'm at a loss for what to check next. I've cleaned the air filter and that is about it.

try this,
take the plug out and pull it over about a dozen times, this will clear out all unburn fuel, refit the plug, dont prime, and pull it over again a 3 or 4 times, then prime, dont be tempted to over prime, then try starting it... it could take a another 6 or so pulls but it should start,
