Can you advise on why the cutting cylinder will not rotate on my lawnmower?

I have a qualcast 35S petrol lawnmower. Despite the engine working perfectly the cutting cylinder does not rotate whether the lawnmower is in drive or not. I have checked the blades to ensure they are not jammed. Do I need to tighten the belt, and if so how is this done?

the shoes on your central fugal clutch may be worn/sticking or the shear pin to the blades may have broken

Remove the triangular side cover - a single screw, I think. The drive chain from the clutch input shaft is now visible, complete with the dog clutch that engages the rollers. Any faults should be obvious I think....(relying on memory here!)
