PIAGGIO ZIP 50 - PROBLEM?

Starts ok - when up to full revs it dies - rev down and its ok - rev up gain and it dies - Mechanic has changed most things on the bike to no avail (new plug - new stat plate - tried running off separate petrol tank - new carb - etc)
