These mowers cut with a scissor action between the rotating blades and the bottom blade. Each side of the cutting cylinder, there is a large screw that adjusts the cylinder-to-bottom-blade clearance. Adjust these screws to obtain a condition where the cylinder will JUST rotate without touching the bottom blade at any point. Do this with the engine OFF and rotate the cylinder by hand.
If this fails to solve the problem, the cylinder will need to be removed and re-ground (sharpened)
