vw lt35 lackin in power?

vw lt 35 when driving the top speed is aprox 60-70mph but it feels like sombody is pulling u back .when u reach a hill u lose power all together

just a few causes- blocked air filter,restricted fuel supply,throttle not opening fully,timing out,exhaust partially blocked....
