battery going flat?

i have a peugeot 806 and the glow plug light in the dash remains on. something is draining the the battery.
2nd problem something is not allowing the fuel to run to the pump so even if i get it to start it will cut out the fuel flow whilst slowing down.

1) If your glow plug is ON all the time this will drain the battery - It draws a LARGE current and could easily flatten the battery very quickly - It should go off when it senses that the engine is warm enough to ignite the fuel.
2) It sounds like a blockage in the fuel line.
