its probably the censor to the fan that are broken. if the fan dont rotate when the engine is in max temp its broken

from the fan there are 2 wires connecting to a sensor on the radiator.
take a screwdriver and short-circuit the contacts, if the fan start rotating u must buy a new sensor. its easy to remove a it cost no more than 20£
