how can fix 1.8 t.d escort?

i have a 1.8t.d escort which is s reg. the engine is sweet and has only done 60,000miles
it drives lovely but the turbo do not feel like its kicking in and the r.p.m. will not go over 4,500 r.p.m
how can i fix this problem or is the time to get a new turbo
rather repair it if i can

check the tube leading from the air filter box down to the turbo, sometimes this gets contaminated with grease and cr*p and makes the tube very soft. when you hit the gas the turbo sucks air through this tube so if it's soft it collapses into it's self thus stopping the air flow= no power. failing that to check the turbo take off this tube at the turbo and put your fingers in the turbo (engine off...!)to see if you can move the blades...if you can the turbos fine. also check the air flow meter...next to the air filter box, disconnect it while the engines running, if it runs rough then it's ok, if nothing happens then it needs replacing.....
