s reg escort 1.8td (turbo problem)?

i'v a 1999 ford escort 1.8 td . the engine is sweet and has only done 60,ooo miles the problem is the turbo is not kicking in and its not going over 4,500   r.p.m ... is it time to buy a new turbo  or can it be repaired many thanksrichy

I have a similar problem, I am plagued by air leaks from faulty lucas filter heads, several new ones!
Also boost compensator problems.
These engines dont rev well Im told, but they should do better than 4500 even though the cam has 20 degrees less inlet duration.

the problem would seem to be the engines inability to rev,tackle that & see if the turbo faultpersists.make sure all filters are new or good (fuel/air)check that the fuel filter is full of diesel if it is then the engine should reve till the limiter kick in in neutral.if it does but not when .driving then the problem is fuel starvation tacking the turbo flexi to the air filter of is possible to see and reach the turbo impeller blades they should turn with ease MAKE SURE THE ENGINE IS OFF!check allrubber hoses from and to turbo/air filterfor splits cracks tightness
